  The relevance of the study is determined by current trends in the economic development of petrochemical enterprises, which assume that innovative development of production can be ensured by preserving the natural and ecological environment, through seeking for qualitatively new, revolutionary opportunities related to the use of resource-saving and energy-saving technologies, the alternative ways of their cooperative implementation in the production activity, and also by creating favourable conditions for greater cooperation. The purpose of the article is to study the innovative forms of joint organization of industrial and educational processes at petrochemical enterprises, oriented at raising the competitiveness of products, using innovative energy- and resource-saving technologies. The leading method of investigating this problem is the method of modelling, which enables us to consider the given problem as a purposeful, structured process of improving the management of industrial enterprises. The article presents the assessment of the contemporary state of the mineral-raw-material base of hydrocarbons. The set of recommendations on advisability of selecting the innovative resource-saving forms at industrial enterprises is scientifically substantiated. The elaborated models of production organization at petrochemical enterprises make it possible to better regulate their innovative activity, can be used as part of sectoral programmes, and are of interest for state statistical bodies, mining and processing enterprises, as well as economic agencies in charge of strategic analysis and planning

THE PRACTICE OF PRODUCTION ORGANIZATION

The peculiarities of practical application of the methods of operational-calendar planning and production management

  In the conditions of market turbulence and globalization, the potential for improvement of industrial enterprises can be realized through the use of effective methods of operational-calendar planning and production management. Most industrial enterprises have difficulties in organizing the optimal process of operational-calendar planning and production management in practice.
  The article describes the most common and thoroughly investigated methods of operational planning, and reveals the impacts of their successful practical use. As a result of the research, the matrix was worked out for selecting the methods of planning and production management depending on the specific features of an enterprise and targets of operational activity. The application of the optimal method of operational-calendar planning and production management helps to rationalize, standardize and accelerate the process of decision-making at an enterprise. The devised matrix of selecting the method of planning and production management enables an enterprise to improve the control over decision-making and eliminate the discrepancy between the decisions taken and the basic industrial aims. The optimal method, matching the characteristics of a particular enterprise, will allow the industrial company to curtail the inventories and the duration of the production cycle with a high level of capacity utilization.

Organizational-economic and information support of sustainability of the production system

  The article considers the organizational-economic and information support of sustainability of the production system. In order to determine if the production system is progressing in the right direction and whether the information technologies contribute to the attainment of goals set by company management, it is proposed to create the strategic maps of ensuring sustainability of the production system. The concept of balanced scorecard system is examined, which helps to describe the strategy of the production system, set goals and performance indicators, and control them. The properly planned information infrastructure is one of the tools for achieving the ultimate goals of the production system. The economic-mathematical modelling is applied, using multiple linear regression. At the first stage, the criteria of the mathematical model of multiple linear regression are shaped. Further, the study is carried out, investigating the impact of organizational-economic methods of ensuring sustainability of the production system and information support of production activities upon the stability of the production system. At the last stage, the procedures are identified, aimed at greater sustainability of the production system. On the basis of the model of multiple linear regression, managers can make effective administrative decisions on the development of the production system, based on the most rational use of resources, methods and means, and oriented towards the achievement of the goals set.

Defining the functions of enterprise subdivisions on the basis of balanced responsibility matrix

  In the process of enterprise functioning, development and implementation of new markets, great importance is attached to the problem of delegating authority and sharing responsibilities within subdivisions. The level of managerial performance quality affects enterprise functioning as a whole. The proper resource allocation and setting of goals and targets require special knowledge and training. The efficiency of overall enterprise functioning is determined by the level of professional skills and the competence of a manager.
  The urgency of the selected problem is determined, on the one hand, by controversial issues in theory and methodology, and, on the other, by inadequate attention to issues, concerned with shaping, sharing and strengthening the powers within subdivisions. On the basis of a well-known tool, i.e. the responsibility matrix, it is proposed to review and analyze the process of financial planning at an enterprise, and also define the functions of subdivisions.
  The article presents the algorithm of financial planning, the example of the balanced responsibility matrix for industrial enterprises with account of typical subdivisions, and specifies the terms and subdivisions for storing the results of financial planning.
  The application of this tool provides the possibility to identify hidden reserves, prevent the duplication of responsibilities and obtain concrete and visible results of enterprise functioning in the area of financial planning and enterprise structure organization.

Organizational-economic aspects of production personnel management at science-based enterprises

  The article deals with specific aspects of the personnel policy of science-based enterprises, the purpose and strategy of the production personnel management of a science-based enterprise, and the activity areas of the personnel management service of a science-based enterprise to ensure the effective production and business activity. The paper highlights and reviews the main specific features and distinctive characteristics of science-based enterprises, which directly affect the process management in organizations, including the effective production personnel management. It singles out the problems relating to production personnel management and examines the ways of their solution. The system of production personnel development of science-based enterprises is proposed, viewed as a set of overall linear management, targeted, functional and supporting subsystems, enabling to preserve and promote the unique teams of workers with a high proportion of scientists, highly skilled engineers and industrial production personnel in the total number of those engaged in research and development. To raise the efficiency of the production personnel management of science-based enterprises, it is proposed to conduct the audit of the industrial personnel management system, affecting all managerial aspects, and the main directions of auditing are examined. On the basis of the study conducted, the article suggests the objective and subjective criteria of the production personnel management system.

The practice of increasing the efficiency of enterprise staffing in conditions of cost optimization

  The article analyzes the activity of enterprises, concerned with formation of their personnel potential. It is noted that the misalignment of qualitative and quantitative needs of employers with the level of university graduates entails the significant costs of enterprises on education and long-term adaptation of young specialists to workplace. The graduates of technical universities have ceased to be considered as the primary source of staffing. The study is carried out to investigate the opportunities and mechanisms for increasing the efficiency of staffing with optimization of HR enterprise costs. It demonstrates the advisability of seeking for new forms of enterprises’ interaction with the system of higher education. It is proposed to create the informational environment of interaction, ensuring the processes of personnel and educational logistics. This mechanism is not new for enterprises and is intensively used in search and selection of the personnel. It makes possible to reduce the costs of enterprises on labour resource suppliers and reallocate them to selection, reservation and advanced training of senior students. The information environment of interaction can be an element of the digital industrial system, being extensively developed at present. The concept of the «digital cluster» is introduced, understood as a mechanism for ensuring the adaptive strategy of development and activity of the production system, based on analysis of its external environment. The essential condition of its implementation is the coordination of process models of enterprises and universities, and the formation of the organizational structure of their interaction.

The substantiation of decisions in strategic planning using economic-mathematical modelling at a high-tech enterprise

  The article presents the definition of the concept of «strategic planning» and discloses its essence, formulated by L.P.Vladimirova. In connection with the formation of innovative economy, the significant role belongs to high-tech and science-based machine-building enterprises. Therefore, the essence and concept of a «science-based enterpise» have been defined. The study describes and reveals the technical and technological features of high-tech enterprises, impacting the process of their management. The goal of strategic planning at a science-based enterprise has been disclosed.

  In the process of research, various economic-mathematical models and methods were studied. However, in order to make and substantiate the rational solution of the problem posed, it is proposed to use the theory of statistical game with «Nature», taking into account the uncertainty of market situation in conditions of science-based industries. «Nature» is understood as production situation, affected by internal and external factors, as well as by the market situation. In the process of problem solution, the Bayes, Laplace, Wald, Savage, Hurwitz and «maximax» criteria are calculated, and the formulas, necessary for calculation, are given. The automated calculation is carried out with the help of the application software product PRIMA.

  The proposed method makes it possible to make the appropriate strategic decision, as to minimize the risks and maximize the efficiency of industrial activity of a science-based enterprise in the long term.

The assessment of economic efficeincy of the innovative project for establishing an enterprise with the use of a new mining and chemical technology of waste depolymerization

  The article evaluates the economic efficiency of the innovative project to establish an enterprise for solid household waste (SHW) recycling. The proposed technology to be applied is the new mining and chemical technology of waste depolymerization and fuel resource reproduction in batch modules of tubular type. This technology is patented and tested in laboratory conditions, proving its efficiency. The authors analyze the methods of solid household waste recycling both in Russia and in the world, reveal their main advantages and shortcomings, and conduct the comparative analysis of methods presented. As a result, it is found, that the claimed technology is beneficial in terms of parameters under consideration.

  The establishment of the innovative production project is described using the example of one of the districts of the Kursk Region, where it is planned to create an enterprise for solid household waste recycling. When creating the proposed version of an enterprise, its operation can result both in solid household waste recycling and the manufacture of certain environmentally safe products from recycled raw materials, which can be subsequently sold, bringing some income.

  The main investment and current costs, required for implementing the proposed project, have been estimated, which allowed for economic assessment of the innovative enterprise efficiency.

THE QUALITY AND COMPETITIVENESS OF ENTERPRISES

The risk-oriented approach in the quality management system of an industrial enterpise: the problem of selectiing the methods of risk management

  The article reflects the problems of implementing risk-oriented thinking within the quality management system of an industrial enterprise, and proposes the method of their overcoming. It presents the analysis of Stewhart-Deming (PDCA) cycle, as applied to the process of risk management, and the advisability of using the methods of risk management at each stage of the cycle is described in detail. At the planning stage, the analysis of internal and external environment of an organization is conducted, using the following methods: checklists, Stewhart control cards, data stratification, Pareto diagram, brainstorming, Ishikawa chart, scatter diagram, Delphy method, SWOT–analysis, PEST-analysis, benchmarking. At the «act» stage, the risk is assessed and impacted upon by using such methods as checklists, Stewhart control cards, data stratification, Pareto diagram, brainstorming, Ishikawa chart, expert method, FMEA, Delphy method, FTA, ETA, HAZOP, HACCP, PHA, FHA. At the «check» stage, the monitoring and assessment of implementation of the adopted strategy are carried out with reference to identified and assessed risks, using checklists, Stewhart control cards, data stratification, Pareto diagram, brainstorming, Ishikawa chart, Delphy method, FTA, ETA. At the «act» stage, the developed risk management policy is revised, and the measures are developed and implemented for better functioning of the process of risk management
