Introduction. The article is devoted to the definition of the essence of adaptive development of the management system of high-tech enterprises. In the article, the essence of adaptive development of the management system is defined from the position of existing approaches to management. It is concluded that in the modern digital environment, high-tech enterprises have two main models of adaptive development of the management system: accelerated, revolutionary, abrupt development; systematic, evolutionary development. It is determined that the goal of adaptive development is to achieve a balance between the subsystems of the management system and the external digital environment of a high-tech enterprise, which is based on a set of measures related to the diagnosis of subsystems and elements of the management system, the study of the situation and phenomena outside the system and on the basis of the information received, the elaboration of long-term development plans.

Data and methods. The article establishes that the key element of the adaptive development of the management system is information support, which is implemented through the sequential execution of a number of stages. It is determined that the effectiveness of adaptive development of the management system is based on a thorough study of both the external and internal environment and, therefore, require high-quality information support.

The results obtained. A model of adaptive development of the management system has been developed, which is a description of the trajectory of changes during development. The model displays key transition states according to parameters such as “time” and “degree of development of the control system”. The cyclical model is based on the fact that the management system of a high-tech enterprise develops largely in an evolutionary way, which is replaced by periods of radical development.

Conclusion. The results of the study can be used as a theoretical basis for the implementation of the adaptive development process, while it is necessary to take into account that one of the most important conditions for the implementation of the adaptive development process is information support.

Introduction. The concept of sustainability is very actively used in scientific circulation, denoting the ability of groups or communities to cope with external challenges as a result of environmental, social and managerial changes (the influence of ESG factors). The novelty of the presented study is a broader view of risk assessment and the development of industrial ecosystems, in which we are talking about the need to manage not just sustainable development, but specifically to reduce the vulnerability of ecosystems in order to achieve eco-efficiency. If resilience is about coping with consequences, then vulnerability should be focused directly on risk. The article shows that vulnerability is the opposite of robustness, resilience (ability to recover) and adaptability. The existing approaches to assessing the vulnerability of complex systems are analyzed. A methodological approach to assessing the vulnerability of the industrial ecosystem is proposed, within which four projections (physical, economic, functional, digital) are identified. The vulnerability itself is proposed to be assessed as a conditional probability of loss of stability of the industrial ecosystem under the influence of disturbing effects.

Data and methods. The main research methods are general scientific methods (methods of synthesis; generalization; content analysis; graphical interpretation), as well as economic and statistical methods of analysis.

The results obtained. The article highlights the key methodological aspects of assessing the risks of vulnerability of industrial ecosystems in order to increase sustainability. It is shown that if resilience is associated with overcoming consequences, then vulnerability should be focused directly on risk.

Conclusion. The presented developments allow us to form a number of recommendations for managing sustainable development and assessing the vulnerability of the industrial ecosystem.

Introduction. The article examines the historical background and ideas of the 20th century thinkers of the urban planning industry, which led to the development of an ecological approach in spatial planning and modern forms of an ecological approach in the field of planning, such as environmental assessment of projects, environmental impact assessment and strategic environmental assessment.

Data and methods. At the moment, spatial planning is the main human activity that affects the environment, but the understanding of this came only in the 60s of the XX century. The idea of Patrick Geddes about the socio-ecological unity of cities and their surrounding landscapes, the concept of Lewis Mumford about the close connection between the use of natural resources by society and the organization of people’s relationships in society, the idea of Ian McHarg that planners should have an understanding of key environmental processes, all these ideas formed the basis for the formation of an ecological approach to design.

The results obtained. The process of environmental assessment of projects requires significant experience, resources and data. Nevertheless, the general principle of environmental impact assessment allows for a simpler form of professional analysis.

Conclusion. Caution should be exercised if there are doubts about the extent of the impact or if there are issues that require more detailed study. That is, it is necessary to reject or revise a development project that could potentially have negative environmental consequences without the possibility of taking compensatory measures. Developers can effectively participate in the environmental assessment process by providing expert services, providing data or allocating funds for such an assessment.

Introduction. The article considers approaches to the content of the concept of the efficiency of the organization of production, which is proposed to be considered from the perspective of an integrated approach and organizational efficiency, i.e. it is one of the main components of the organizational efficiency of the enterprise as a production system as a whole and the establishment of a certain correspondence between the results obtained (goals achieved) and the costs of achieving them. The problem of increasing the efficiency of the organization of production at enterprises has always been the most important in the enterprise management system. This problem is becoming especially urgent at the present stage of the development of the digital economy due to the introduction of information technologies and digital standards for managing the activities of the enterprise. The use of benchmarking methodology makes it possible to identify tools for improving the efficiency of the organization of production and production processes and to analyze promising areas for the formation of competitive advantages.

Data and methods. The research used methods of theoretical and empirical analysis, a methodological approach based on the principles of benchmarking, statistical methods, data from scientific and analytical publications on the problem under consideration, Internet resources, information on innovative development programs and projects to improve labor productivity. When conducting analytical studies, information from the official websites of enterprises such as PJSC MMC Norilsk Nickel, PJSC NLMK, PJSC Sberbank, PJSC Gazprom, PJSC NK Rosneft was used.

The results obtained. The conducted research led to the conclusion that the main objectives of improving the efficiency of the organization of production are the development and implementation of an enterprise development strategy based on the modernization of production, taking into account the requirements of digital transformation, improvement of production processes, efficient use of production facilities, labor and creative potential of personnel, which generally contributes to the formation of competitive advantages and improving the image of the enterprise in an unstable external environment. Based on the generalization of various points of view on the problem under consideration, it is concluded that the effectiveness of the organization of the production process largely depends on the progressiveness of the methods of organization of production and the rationality of the conditions for the implementation of processes that ensure effective interaction of components of the production process such as the subject of labor, means of labor, production technology, labor and creative potential of the employee. In the course of the research, it is proposed to use the methodology of benchmarking as a modern management tool based on the analysis of the results of the activities of leading companies with the aim of further use to improve the efficiency of the organization of production of a particular enterprise. Guided by the methodology of benchmarking, a methodology has been developed to study the state of the organization of production, the use of which will form a mechanism that ensures the development of directions for improving the organization of production processes, including development of innovative potential taking into account priority areas of activity, development of a system of organizational and methodological tools for project management, selection of forms of mastering digital standards of activity and information technologies and organization of monitoring.

Conclusion. The use of the proposed methodological approach based on benchmarking to solve the problem of improving the efficiency of the organization of production allows us to determine the directions of development of the enterprise taking into account the planned performance indicators, analyze the features of ensuring the efficiency of the organization of production processes on the example of leading Russian companies, investigate the results of participation of Russian enterprises in the national project “Labor Productivity”, to identify the main tools used to improve the efficiency of the organization of production, taking into account the directions of digital transformation and changes in the basic provisions of the quality management system, focused on the continuous innovative development of the organization of production and enterprise management as a whole.

Introduction. This article is devoted to solving the problem of accounting for control points, indicating control by the military representative office, when planning production. The manufacturing enterprise faced the task of automating its production process, the 1C: MES system was chosen for implementation. Operational production management. When finalizing the system for the needs of the customer, the task of accounting for control points was allocated, which was complicated by the specifics of production. The enterprise manufactures products of large size and weight, therefore the work pieces involved in the production process are not easily transported. During inspection, the work piece remains on the equipment.

Data and methods. The mathematical model presented in the work has a number of assumptions due to the planning algorithm. In particular, the algorithm is being implemented into the existing model of time distribution on the intervals of work centers, therefore, the operation execution time is supplemented with control time, and control and operation time are not separated on the enterprise graph. To solve the problem, an algorithm is proposed that allows you to calculate the required start and end of the control time, taking into account when the operation was completed on the equipment and the work schedule of the military representative, which differs from the work schedule of the enterprise.

Results. The proposed algorithm was tested on the data of the customer’s manufacturing enterprise, in the information system 1C: MES Operational production management, revision 1.3 (hereinafter 1C: MES), which made it possible to make sure that control points were taken into account when constructing a schedule and production schedule.

Conclusion. The developed model of accounting control in planning for implementation in 1C: MES can be used at the enterprise, it will allow to establish control points, prevent operations on the equipment occupied under control of the procurement.

Introduction. The research is aimed at developing a project risk rating (PRR) for telecommunications companies. A study of the industry in question was conducted and the need for the use of project controlling and investment controlling was determined.

Data and methods. The research used the results of the works of foreign and domestic authors, as well as their own professional experience. The authors used general scientific methods of cognition, such as classification, logical and system analysis, typology and generalization, tabular and graphical methods.

The results obtained. The developed Project risk rating (PRR) for telecommunications companies provides a qualitative assessment of the risks of projects with capital expenditures (CAPEX) in order to rank them according to the degree of risk exposure, check their compliance with the company’s risk profile and, ultimately, combine projects into an effective portfolio of projects with the lowest risk at a given profitability. The article gives the definition, functions and advantages of investment controlling and presents an abstract model of its main subsystem – project portfolio management, responsible for the formation of an effective portfolio of projects with capital investments.

Conclusion. The author’s tool is designed to provide portfolio managers with a qualitative risk assessment of components (projects, programs) of the project portfolio. It is also assumed that the proposed PRR assessment will serve as one of the criteria for selecting the best projects or project portfolios among alternative options. Recommendations are given on the use of the coefficients of the PRR indicator system as a basis for the development of benchmarks for the risk monitoring system

Introduction. The article is devoted to improving the theory and methodology of production management in relation to modern conditions and tasks of managing industrial enterprises. An analysis of the activities of industrial enterprises shows that the existing management systems are not able to form an accurate comprehensive action program for the short and long term due to the lack of tools to account for high rates of change in external and internal factors. In modern economic conditions, industrial enterprises need a new management system that would give full clarity of understanding of actions today and in the future and, in addition, would allow for effective digital transformation. The present research is aimed at systematization of external and internal factors that determine the dynamics of production; the proposal of new elements that allow to take into account the dynamics of production and qualitatively change the production system; the search for universal solutions in the management of an industrial enterprise; development of a new management model in the digital economy.

Research methods. The methodology of the dynamic approach to industrial enterprise management in the digital economy is based on the results of research by foreign and domestic scientists on the problems of industrial enterprise management. The basis of the research is the theory of systems, the theory of management of organizational systems, the theory of decision-making. In solving the tasks, general scientific methods (system analysis, system synthesis, differentiation and integration, generalization and analogy), basic approaches of production management (strategic, functional, process, situational), modeling of production processes, decision-making were used.

The results of the study. The factors of production activity at modern industrial enterprises that determine the need for a dynamic approach to management are identified. A dynamic approach to management has been developed for the rapid and accurate response of the production system to changes in the external and internal environment of industrial enterprises. It is proved that for the successful implementation of the concept of digital transformation of industrial enterprises, research in the field of operational production management comes to the fore. New elements are proposed that make it possible to create a universal operational management system for dynamic multi-type production and integrate functions and processes. The development of basic approaches in the theory of production management based on a dynamic approach to the management of industrial enterprises has been carried out.

Conclusion. New elements, approaches, models and tools develop basic approaches in the theory of production management for the prompt and accurate response of the production system to changes in the external and internal environment and accounting for the dynamics of production; allow you to create an industrial enterprise management system, the core of which is a universal system of operational management of dynamic multi-type multi-nomenclature production; form prerequisites for the implementation in practice of the concept of digital transformation of industrial enterprises.

Introduction. The paper shows that in the modern world, human capital represented by employees provides an enterprise with a competitive advantage in terms of skills, competencies and experience, being an integral part of the innovative management process. The development of employee wellbeing programs (which include psychological and physical well-being) makes it possible to optimize managerial functions. The relevance of the topic of the work is proved – the application of wellbeing programs is an innovative tool for managing human capital at the enterprises of the furniture complex of the Russian Federation, which allows to increase the productivity of employees and ensure economic growth at the enterprise.

Data and methods. Based on the study of the theoretical aspects of management, the objects of enterprises for research have been identified, a list of questions has been prepared for questioning employees about the need to introduce wellbeing programs, the expected results of the study in the form of managerial results have been identified.

The results obtained. The purpose of this work is to study the wellbeing program as an innovative human capital management tool adopted at furniture complex enterprises, and to study the impact of these tools on the well-being of employees of these enterprises using qualitative thematic analysis. This study presents human capital management tools, such as programs-wellbeing), which enterprises can use to effectively manage employees.

Conclusion. The article integrates the ideas of using wellbeing tools as an example of tools for improving the quality of human capital. The article defines definitions that confirm and expand the existing theories of human capital management tools.

Introduction. The article is devoted to the prospects for the creation and operation of the Unified Information and Analytical Center (EIAC), its tasks, functions and expected economic effects. The article considers the proposed elements of the EIAC based on the ecosystem approach. It is concluded that on the basis of the Unified Information and Analytical Center it is possible to create an integrated architecture of the digital housing and communal services system, which will perform a number of important functions in terms of housing stock management. The use of artificial intelligence will make it possible to switch to a model of flexible supply of utility resources and automate power management depending on several factors.

Data and Methods. The article discusses the functions of the Unified Information and Analytical Center proposed by the authors, aimed primarily at strengthening the influence of consumers on the quality and reliability of housing and communal services and ensuring control over the costs of their provision. Homeowners in an apartment building, management companies, resource-supplying organizations are the necessary elements that make up the digital platform.

Results. The authors present the economic, social and ESG effects that will be achieved when creating the Unified Information and Analytical Center. The digital platform will provide residents with the opportunity to see the correctness of charging for housing and communal services by increasing the accuracy of accounting for resource consumption based on modern technologies, increasing the efficiency of interactions between participants in the housing and communal services market and combining information systems of various levels. To improve the efficiency of monitoring and management of the housing stock, the use of artificial intelligence technology is proposed.

Conclusion. The results of the study can be used as a basis for building an integrated system for managing the housing stock and optimizing the work of housing and communal services. Digitalization will help attract investment in the industry.

Introduction. The process of digital transformation is not just the introduction of new technologies, investment in tools or modernization of existing systems. These steps are important, but they are not the full picture. If an organization wants to remain competitive, it must not only be able to respond to changes, it must expect them and stimulate innovation itself. To do this, companies need to plan ahead and actively design their future. This is where the digital transformation strategy comes to the rescue. The development and implementation of a digital transformation strategy has become a key task for many organizations in various industries, but the question of how to develop such a strategy remains open. The digital transformation strategy helps managers answer such questions for their business as the current level of digitalization, vision of the future and ways to achieve it. To be protected from digital shocks, companies need to develop three core competencies related to awareness, informed decision-making and rapid implementation. The emergence of digital transformation requires the creation of a scientific knowledge base and the development of a research program to stimulate the cumulativeness of future research in numerous areas of this important topic. In these conditions, the issues of managing the sustainability and vulnerability of industrial ecosystems demonstrate additional relevance.

The results obtained. The article highlights the key provisions of the digital transformation management strategy on the example of the Gazprom Neft PJSC organization. This work is a study of how an organization can develop a digital transformation strategy that includes various aspects of the strategy, taking into account the specifics of the manufacturing sector.

Conclusion. The presented developments allow us to form a number of recommendations for strategic management of digital transformation in the organization.

Introduction. The purpose of the work is to consider the theoretical and methodological provisions of the formation and implementation of the strategy of modernization of the agricultural sector in the digital economy. The object of research is agriculture as a leading branch of the economy. The subject of the study is organizational and managerial relations that determine the formation and implementation of the strategy of modernization of agriculture in the digital economy.

Data and methods. Based on the theoretical and methodological provisions of the formation and implementation of the strategy of modernization of the agricultural sector in the digital economy and the study of the problems of the theory and methodology of the development of the agro-industrial complex, the problems of modernization of the agricultural sector are revealed in the scientific works of E. N. Belkina, V. D. Goncharov, N. K. Dolgushkin, L. F. Kormakov, V. Z. Mazloev, I. V. Mitrofanova, A.V. Panin, A. G. Khramtsov, etc. The analysis of the scientific literature tells us that the problem of the transition of the agro-industrial complex remains acute and has not been fully studied. Many aspects have not been investigated.

The results obtained. Based on the intended goal, the following tasks were solved: the essence and content of the economic digitalization of agriculture were considered; the current state of digitalization of agriculture was analyzed; the organizational and managerial mechanism of modernization in the digital economy was studied; the economic effect of modernization of agriculture was analyzed.

Conclusion. The results of the study in the form of a methodology for long-term forecasting of various spheres of the economy and management, can become an effective mechanism for solving the problems of modernization of agriculture. We have considered all possible scenarios of development, proposed several models of digitalization management in modern conditions.

Introduction. The article presents a model for managing the production stocks of an industrial enterprise when operating a multi-subject production line with concentrated downtime in comparison with the model of a multi-subject production line with optimally (evenly) distributed downtime.

Data and methods. A comparative analysis of the values of the normalization multiplier recommended in the classical model of inventory management by J. Bukan and E. Koenigsberg and the normalization multiplier in the author’s optimization model built for a multi-subject production line, and it is shown that the generally accepted value of the normalization multiplier is only a special case achieved under certain conditions. A model has been developed that allows calculating the value of the normalization multiplier for a multi-subject production line with concentrated downtime for various variants of the relative duration of manufacturing a batch of products.

The results obtained. The possible advantages of forced synchronization of a multi-subject discontinuous-flow line when transferring it to the operation mode of a continuous-flow line with intra-cycle downtime are shown. The economic efficiency of such a transfer is determined, including the savings of working capital obtained during the implementation of this solution.

Conclusion. The results of the study can be used to increase scientific knowledge in the field of production inventory management of industrial enterprises, as well as to improve the operational efficiency of enterprises using multi-subject production lines.

Introduction. The article is devoted to the study of the possibilities of using interactive technologies in the process of studying production management in universities. The article analyzes the main types of interactive technologies in the teaching of economic disciplines, and, in particular, production management. Examples are given that reflect the advantages of using certain types of interactive technologies in lectures and practical classes on production management. It is concluded that the issue of the need to change the situation in higher education institutions is acute, emphasis is placed on the formation of practical skills.

Data and methods. The article defines the definitions of “pedagogical technology” and “interactive technology”. The approaches of individual authors to the classification of interactive pedagogical technologies are determined. It is concluded that all types of interactive technologies are characterized by common features, such as: activate cognitive processes, increase the speed of collecting and processing information; develop the ability to analyze problems; form the basis for making competent decisions.

The results obtained. The author presents his own vision of the classification of interactive technologies that can be used in the practice of studying production management, with their division into six groups: dialogic-discussion learning technologies, situation analysis technologies, game learning technologies, collaborative learning technologies, training technology, information and communication technologies and gamification. The proposed classification option can be used in pedagogical practice in order to select the most effective interactive technology, or in further scientific research on the systematization of pedagogical technologies in general.

Conclusion. The study of production management using interactive technologies contributes not only to the better assimilation of theoretical material, but also to the development of students’ cognitive activity for creative activity, the development of generalization skills, systematization of practical material. There is an interest in the academic discipline, the desire to independently deepen knowledge of the subject. The introduction of modern pedagogical innovative and information technologies into the educational process contributes to the training of highly qualified, competitive specialists.

Introduction. The article is devoted to the development of a methodological approach to a comprehensive dynamic assessment of competence during certification with the inclusion of indicators of sustainable development of the enterprise for the formation of competencies of employees of the metallurgical enterprise. The article shows that the methodological foundations of competence assessment, the formation of competencies are considered in many works, but not in conjunction with the solution of the problem of increasing the sustainable development of the enterprise. As a result of the analysis of the existing interpretations of the concepts of “competence” and “competence formation”, the latter is considered by us as a process that takes into account the qualification status of employees and the needs of existing and developing production.

Theory. For the certification of employees, a system of competence assessment indicators has been developed, including an integral complex dynamic indicator (ICDPC), characterized in that two groups of indicators are used in determining it. The first group reflects the knowledge, skills, business characteristics of the employee in performing direct functions and his innovative activity. The second group of indicators reflects the final results of activities to ensure the sustainable development of the enterprise. When forming a system of indicators reflecting the goals of sustainable development of enterprises, principles and indicators similar to those formulated by experts of the UN UNCTAD were used. Integral indicators for the second group are determined by adding the indices of particular indicators, taking into account their significance. The indices of particular indicators are defined as the ratio of the actual values of the indicators of the analyzed year to the previous one. The designed system of private, grouped and integral dynamic indicators of competence can be used to develop solutions for professional development, retraining, relocation, promotion, etc. of employees.

The results obtained. The approbation of the proposed methodological approach to the definition of ICDPC was carried out using data from the report of PJSC Magnitogorsk Iron and Steel Works for the UN UNCTAD. The use of ICDPC for material and moral incentives to increase the competence and the level of sustainability of the company’s development on the example of the workers of the MMK structural unit showed the efficiency of the developed algorithm for calculating the premium.

Conclusion. The practical significance of the developed methodological approach is that the use of a system of dynamic indicators for assessing competence and labor results in the certification of employees will increase the effectiveness of the formation of employees’ competencies for digitalization of the organization of production and innovation of “green” technologies.

Introduction. The article examines the predictors of the successful development of the university in the innovation ecosystem from the perspective of their relevance in the modern competitive environment. It is indicated that during the coronavirus pandemic, the priority needs of humanity underwent a transformation. Health, housing, nutrition, physical and intellectual development came to the fore. In this regard, the need for qualitative improvement of the relevant goods and services has become more acute, which is also true for the education system. The relevance of the development and implementation by educational institutions of an effective development strategy focused on effective activities in a dynamic environment is noted.

Data and methods. A review of the scientific literature is presented, including a study of the category of innovation ecosystem and its variational applications. The works devoted to the consideration of the basic concepts that determine the content of the innovation ecosystem are studied. It is concluded that the most effective predictors of the successful development of universities are individual positions that make it possible to stand out in a competitive environment. A distinctive characteristic in the conditions of digitalization is organically considered the brand of the university.

The results obtained. The classification of predictors of the successful activity of the university, reflected in the scientific literature, is presented. Based on the analysis of the results of the admission campaign of universities, conclusions are drawn about the affiliation of universities to three groups – from the most to the least successful. Predictors of its success have been identified based on the results of the practical activities of these universities. In relation to the activity in the innovation ecosystem, the result and the most important predictor of the university’s development in the innovation ecosystem is determined – attracting applicants with high potential and level of training.

Conclusion. The results of the study can be used as a theoretical basis for studying a number of issues related to the development of universities, science and education. From a practical point of view, the results obtained will contribute to the improvement of the organization of the educational and research process at regional universities.
