  Introduction. In modern economic conditions, the issues of relational interaction are particularly relevant, which are aimed at ensuring the conditions for the systematic development of machine-building enterprises. The author assesses the economic state of mechanical engineering, considers the problems and factors affecting the level of development of industry and mechanical engineering. The article concludes that at the present time for the effective development of industry and engineering it is necessary to further develop cooperation relations, which is based on the use of tools of relational interaction.
  Data and methods. The article considers the characteristics of the features of machine-building production. It is concluded that the export of raw materials does not have a stimulating effect on the development of engineering. Stable economic growth is possible if the structure of reproduction is dominated not by mining, but by manufacturing.
  Results.The author presents a conceptual model of relational interaction, which describes the forms of cooperation of enterprises, as a result, the development strategy is developed, the relational effect is obtained.
  Conclusion. The results of the study can be used as a theoretical basis for the construction of a comprehensive cost management system at domestic enterprises performing research and development

  Introduction. Today, digitalization is one of the main trends in the economic development. Digitalization is the current stage in the development of informatization, which is dominated by digital data processing technologies, implemented through the use of new technical tools and software solutions. The application of digital technologies is owing to a number of advantages, gained by enterprises using them. However, there are also a number of negative aspects, noted in the enterprise work, in connection with its digitalization. On the whole, the digitalization of Russian industrial enterprises is a logical process in a competitive world market. In this connection, the question arises regarding the need for investigating the digitalization processes and the possibility of assessing the efficiency of a digital production system.
  Data and methods. The author examines the concept of a system and clarifies it with reference to the selected subject of research. A number of properties are singled out, which must be considered when investigating the system efficiency in the context of studying the digitalization processes of industrial enterprises. The indicators and methods are proposed for assessing the most significant properties of the system, i.e. emergence, controllability, stability, adaptation, efficiency and sensitivity. The paper considers the possibility of using the models of automatic control theory to assess a number of the identified system-wide properties.
   Results. ОThe definition of the proposed indicator parameters of investigating digitalization processes for a specific system will provide the opportunity to develop the tools for impacting its controllability, and ensure the possibility of transition to setting the tasks of optimizing the system operation. Further study of characteristics, related to indicators of the presented properties, and highlighting their interrelations will open up prospects for developing the tools for managing the digitalization of industrial enterprises.
   Conclusion. The indicators of determining the system-wide properties, proposed in the article, may form the basis for investigating the particular stages of enterprise digitalization and the process as a whole. Besides, using the proposed indicators, it is possible to assess the efficiency of networks of interrelated and interacted processes.

Integration processes as a means of identity development of the production system

  Introduction. Integration processes are the basis for the development of the spatial, functional, infrastructural, social and environmental structure of the production system. Such integration is the main goal of socio-economic policy and the task of comprehensive development.
  Data and methods. The research employs an intellectual-strategic scanning approach (“Strategic Intelligence”), which is a significant management tool, focusing on solving specific issues by scanning the business environment, highlighting risks, threats and opportunities. The growing practical application of this approach is determined by the need to solve uniquе exploratory tasks in new subject areas, lacking an accumulated knowledge base. A number of methods, originally used for solving individual planning and forecasting tasks, are thus combined into a single holistic concept.
  Results. The present research systematizes the theoretical approaches to developing the identity of the production system, using the tools for implementing integration processes. The author’s definition of integration processes is proposed. Also, the specific nature of innovative integrated structures is presented according to the criteria identified, i.e. purpose, method, scale, time horizon, functions, project stages, participants and level of priority in each area.
  Conclusion.The results of the study can be used as a theoretical basis for the organization of integration processes in industrial complexes and production systems.

Automation of the pricing process as a tool of strategic management of the enterprise of the strategic management of the enterprise of the military-industrial complex in the information economy

  Introduction. The need to implement the decrees of the President of the Russian Federation in the field of ensuring the effective functioning of all elements of the military-industrial complex leads to the search for effective tools of strategic management at the enterprises of production. The desire to eliminate the resulting imbalance of resources, leads to the search for coordinated solutions based on the optimization of material and labor costs, taking into account the modern development of technology.
  Data and methods. ТеThe theoretical basis was the research works of Russian and foreign scientists related to the problems of cost accounting, the role of pricing in the process of achieving the strategic goals of the enterprise, as well as the experience of enterprises in the manufacturing sector.
   Obtained result. The article presents the algorithm of filling and the content of the system of automation of the pricing process of JSC ” Voronezh Central design Bureau “Polyus”, based on the principle of a single information field that provides maximum transparency in the calculation of costs for products under the state defense order. The results of the introduction of an automated pricing system are considered.
  Conclusion. The results of the study were introduced at the enterprise of JSC ” Voronezh Central design Bureau “Polyus” and can be used at other domestic enterprises producing both civilian products and defense products.

Strategic management accounting in the project management system at industrial enterprises

  Introduction.The article is devoted to the development of the algorithm for the functioning of the strategic management accounting system (SMAS) for all stages of strategic project management. In the article authors define the essence of strategic management accounting (SMA) in the project management system and come to the conclusion that it is a system that provides project managers with reliable and relevant information about both the internal and external environment of the project. In the modern conditions of functioning of industrial enterprises in modern conditions the problem highlighted in the article is relevant and significant.
  Data and methods. The following methods and approaches are used in the article: a systematic approach, the fundamental theoretical concepts presented in the literary works of foreign and domestic experts and scientists.
  Results. For each stage of project management the objectives of the SMAS are formulated, according to which four subsystems of the SMA are identified: a subsystem for strategic analysis of the project environ-ment, a subsystem for strategic project selection, a subsystem for project implementation and monitoring the goal achievement and a subsystem for making management decisions. Methods and tools are proposed for solving each problem of the system. The scheme of interaction between the functions of strategic project management and the strategic management accounting system has been developed and presented. A method for evaluating the effectiveness of the SMAS based on the capitalization of cash flows during the project implementation period is proposed.
  Conclusion.The research results can be used as a theoretical basis for building an effective project management system in an industrial enterprise.

The procedure for the selection of events to be included in development projects and improving production systems

  Introduction. In machine-building enterprises activity on development of measures for the technological improvement of technical preparation of production, tool maintenance of primary production, introduction of information technologies in operational planning of production is carried out continuously. The combination of activities from different functional areas forms the content of the projects in the enterprise.
  Data and methods. When you enable events in the project, each characterized by indicators of performance (efficiency) and requires the implementation of a certain number of resources. Enterprise resources are always less than the effective areas of use. Therefore it is necessary to apply the procedure of forming the list of activities that should be included in the project. The proposed procedure does not always guarantee optimal solutions but can be considered as a set of decision rules in the selection of events candidates for inclusion in the project.
  Results. The procedure allows rapid decisions on the inclusion of activities in the project when you change the parameters of the model. As the parameters of the model are the weights that reflect the importance of the activities in additive performance criteria. The solution is obtained in the form of formulaic expressions. The results in the final formulas are useful at a preliminary stage of formation of the list of works for inclusion in the project.
  Conclusion. The proposed formulation of the problem of the formation of the project activities and the solution allow to use the obtained results for operational decision-making when filling projects most effective activities. Preliminary analysis and selection of projects-applicants for inclusion in the project is an important step in the process of project portfolio management in real time.

The mechanism of managing the innovative environment of an enterprise in conditions of the digital economy

  Introduction. ЭThe elements of the innovative environment of an enterprise are currently fragmented due to the lack of connection between them (i.e. because of an immature innovative system). This is the factor which is a dominant obstacle to the development of economic systems.
  Data and methods. The theoretical-methodological basis of the study are historical, dialectical, abstract-logical and other general-scientific and private-scientific methods of cognition, a systemic approach, factor, comparative, cluster and network analysis, correlation and regression analysis, empirical generalization, tabular, matrix and graphical techniques for visualizing statistical and calculation data.
  Results. In the present study, the author came to the conclusion that the transformation of the innovative environment of an enterprise in conditions of the digital economy must be implemented with the help of a specialized mechanism. Various state, transnational, regional and corporate management development institutes are presented as management entities in the mechanism of the innovative environment transformation of an enterprise. The system-synergetic methodological approach is selected as preferrable when transforming the innovative environment of an enterprise. The mechanism of the enterprise’s innovative environment transformation has been created. The methods, functions, scenarios and levers of this mechanism have been outlined.
  Conclusion. The results of this study can be used as a theoretical basis for carrying out transformation of the innovative environment of an enterprise in industries, regions and industrial complexes.

Logistics of enterprises

Economic aspects of logistic support applied to technical operation of aeronautical technics in the conditions

  Introduction. The article provides a systematic analysis of the economic aspects of logistics support in the field of technical operation of aviation equipment in a market economy.
  Data and methods. On the basis of the results of the analysis, the main logistical functions are clarified with reference to the technical operation of aviation equipment in the aviation regiment and their distribution.
  Results. At present, logistics is considered as an economic science based on the economy, planning and organization of the logistics. At the same time, the basis of logistics, including military logistics in peacetime, is the economic aspects: the identification of costs in the process of logistics, the organization of the logistics service in administrative and economic activities, the evaluation of the efficiency of the logistics service with the use of economic indicators.
  Conclusion.On the basis of a system analysis of the economic aspects of logistics support, with regard to the technical operation of aviation equipment, the basic logistical functions and their approximate distribu-tion are specified. The introduction of a logistics support system with regard to the technical operation of aviation equipment necessary to maintain the required level of serviceability in the airspace, related to the planning of supply and purchases, transport and warehousing, as well as the optimization of financial and information flows, and the evaluation of the efficiency of the logistics service.

Improvement of the production enterprise sales system as necessary element to support sustainable development

  Introduction. With the increase in the number of producers of consumer goods that are homogeneous in their functions, the most acute question is how to increase the efficiency of the sales system. The market dictates a flat two-element sales system, a manufacturer and a retail outlet, as the most efficient. In this situation, goods from several manufacturers meet on one shelf, seeking to increase sales of their products.

  The concept of merchandising products of industrial enterprises in retail outlets. The author proposes tools to increase sales efficiency from the shelf by forming the optimal set of suppliers characteristic of a specific outlet. All SKUs included in the optimal set are determined by the method of conducting a sequential analysis of each article in the context of the developed criteria. The objectives of the supplier and the owner of the outlet are multidirectional with respect to the shelf share and the share in sales, but they coincide in shelf ratio. The optimal set is due to the large number of factors inherent in the target audience, which is limited by geography.

  Dynamic equilibrium of optimal supplier recruitment. Despite the number of influencing factors, an equilibrium position exists and is dynamic. By virtue of this property of the optimal recruitment of the supplier, the updating of the range included in the set must be carried out in a certain systematic manner. The frequency of updates is due to the average turnover of goods in the product group. Together with the developed indicators for the analysis of the range, an economic interpretation of the values and the corresponding indicators was formulated. This allows not only to establish the actual position of the SKU in the range of the outlet, but also is the basis for making management decisions.

  Conclusion.The developed toolkit is the key to improve the efficiency of sales operations of manufacturing enterprises. A study of existing production companies suggests that there are significant marketing advantages for companies using this tool.

Training in the field of production organization

The application of the project-based method of training in devising a master’s degree course on high-tech production organization

  Introduction. The article outlines the methodological and methodical issues, concerned with planning and implementation of the training course in organization of high-tech industries, based on the principles of project-based study as part of undergraduates’ training in the area of organization and management of science-based industries. In conditions of further digitalization of the economy and the adaptation of higher education to the requirements, set by the professional standards, there is an arising need for using the training methods, which make it possible to train specialists for new economy with demandable professional and super-professional universal competences. A practice-oriented approach, based on using the project-based method, modern information and communication technologies and the Internet becomes a priority in teaching. The goals of this work are: 1) to analyze the existing practices of using the project-based method and substantiate the possible areas in the development of this method when studying individual disciplines; 2) to elaborate the methodology of the training course «Organization and planning of high-tech industries», based on the principles of project-based education, as an alternative way of establishing an academic discipline in the magistracy; 3) to demonstrate the possibilities of using modelling technologies in project-based study; 4) to substantiate the efficiency of the project-based method.
  Data and methods. The conducted study is based on the following materials: the author’s concept of organization and management of high-tech industries; the author’s concept of devising a training course «Organization and planning of high-tech industries» with the use of the planning method and the distance learning service «MOODLE»; the results of the analysis of educational practices, concerned with the application of the project-based method in establishing master’s training courses. The means of research include the general-scientific and special methods, i.e. comparative analysis, synthesis, structuring and description, the project-based method and the information technologies of modelling.
  Obtained results. On the basis of summarization of project-based training practices, we justify a practice-oriented approach to establishing a training course «Organization and planning of high-tech industries» as an alternative way of project activity, using the tools of the «MOODLE» server. The methodical means are identified, necessary for organizing independent work on the project and increased formation of the system of instrumental competencies of magistrates during studying professional disciplines.
  Conclusion. The conducted research highlights the role of the project-based method as a key element of the practice-oriented approach to elaboration of training courses in the magistracy. The practical significance of the study is that it broadens understanding of the use of project-based methodic tools in organizing training courses in the magistracy. The novelty of the study consists in the combination of real planning tools and the capabilities of the «MOODLE» system to mastering the knowledge of the organization of high-tech industries and gaining the skills in solving practice-oriented tasks in this area. The results of the study can be recommended for university teachers, implementing master’s degree programs.
